Research Scholar, Nuclear Policy Program

The Carnegie Endowment for International Peace, a unique global network of policy research centers in Russia, China, Europe, the Middle East, India, and the United States, is seeking a Research Scholar (Fellow or Senior Fellow, depending on experience) for its Washington, DC-based Nuclear Policy Program. This Scholar will coordinate two projects on U.S.-Russia nuclear arms control and U.S. nuclear deterrence strategy, both with special emphasis on Congressional Outreach. The Scholar will report to the Nuclear Policy Program Directors. The position is for two years with the possibility of extension.

Responsibilities include research, writing project reports and associated publications, commissioning and editing work from consulting experts, organizing outreach activities, preparing and submitting grant reporting and related materials, and coordinating joint work with partners in the two projects. The scholar will engage regularly with senior governmental and non-governmental experts in the United States, Europe, Russia, and Asia, as well as participate actively in DC-based programming.

Candidates should possess an advanced degree (PhD, MA or law) and significant substantive experience dealing with arms control, nonproliferation, nuclear strategy, and U.S. relations with other states possessing nuclear weapons. The ideal candidate will have a strong ability to write, edit, and synthesize policy documents, and the ability to work collaboratively in team projects with other scholars. Prior work on Capitol Hill or in congressional affairs is desirable.
