The Carnegie Endowment, a unique global network of policy research centers in Russia, China, Europe, the Middle East, India, and the United States, is seeking a Program Director, based in its Washington, DC office, to direct its new program in Technology and International Affairs. 

Carnegie's Technology and International Affairs Program seeks to help public and private actors maximize the benefits of innovations in cyber, artificial intelligence and biotechnology while minimizing their risks. This requires identifying and bridging the gaps between the pace of innovation and the rules, norms, and strategies in the most consequential domains of technology for international peace and prosperity. The program is built around specific policy initiatives, including: (1) the Cyber Policy Initiative, launched in 2016, (2) Artificial Intelligence, and (3) Biotechnology.

The Program Director will work with the Vice President for Studies to build this new endeavor. The Director will be a core member of the research team and the lead manager of the policy initiatives. This position will include project development, fundraising, research, and coordination of efforts across Carnegie's global network. The ideal candidate will have a deep grasp of technology trends, practical experience in the public or private sectors, leadership skills, and proven ability to produce policy-relevant scholarship on at least one issue at the intersection of technology and international affairs.  Experience working collaboratively with international partners necessary. Advanced degree preferred.
